It's not in his Invidious fork, it's in his separate trimmed down project that uses YouTube.js to generate the DASH manifest. So if you want it on your instance you need to disable Invidious' API.

No, and only YT can fix that. I heard they're changing something and there is nothing to do on our side until after they've finished

Not sure where you heard that but that's not true, the changes need to happen on the Invidious side, to support YouTube's new comment structure.
