I've had same issue with my linux VM instance.
Particl Core wouldn't connect on the 1st run, I've had to manually retry the connection and then it would reconnect and work normally.
That VM had only 6GB RAM, so I've dedicated 2 more gigs or RAM to that VM and haven't experienced the problem again.

I've had to turn off another VM that hosts my BSX instance to get the available memory, so I've eased up on the host server memory/disk I/O too and that could be one of the culprits on my instance.

Haven't yet migrated to a new server so I can again run both VM's and see if the problem stems from there.

Not sure if this can help you somehow, just my observation and solution that worked for me.

It looks like your Particl Core is unable to start. Check the debug.log for any errors related to that. Make sure that the famous spyware called "Windows Defender" is not blocking the daemon from starting. If so exclude Particl Desktop/Core related folder from the "Windows Defender"

@qqky There is an easy explanation for that. Both, the Particl Desktop and BasicSwap DEX communicate with Particl Core via RPC. When one of these dApps launches the Particl Core, the latter requires some time load the block indices (time depends on how fast is your PC). Until those are loaded RPC is disabled, thus the failed attempts to connect

Here is an idea on how to check if the smsg messages are propagating correctly. Add debug=smsg to the particl.conf file on your main node and on a 2nd auxiliary node (preferably not connected to the main node e.g. run both nodes via Tor proxy). Now when you resend the order status, you should see in the logs all the SMSG info like the bucket hash. Finally check the auxilary node logs to see if the SMSG bucket has received the correct data i.e. the bucket hash is updated to the same as on the main node
