You can do both. It depends what you like to achieve: The admin of a Slack workgroup can set it up to mirror a set of rooms on a Matrix homeserver. As a last resort, before our Slack community revolts and forces me to shut down our Matrix Space, does anyone here know why messages from Slack -> Matrix.org would have stopped being mirrored on Nov 11th? As far as I can tell no one on our team modified the Slack or Matrix configurations and the Element Bot is still present in all of the rooms.
