Ok so my network was acting on the fritz after doing some updating of files for some odd reason. nothing I did was getting it to reconnect. I even tried to do a network reset. and nadda. Finally I swapped ports on my network switch and it is back up and running but now I can't access my docker instances remotely. if I go to localhost:13387 I can access but not across my home network. Same with my NPM instance.
