You can login with a Polkadot account, you'd need the Polkadot extension and select the Kulupu Network. I can send you some tokens to make an on chain identity and get familiar with the system.
You'd need to bond 5% of the amount you want from the treasury. I'm willing to prepay this for you and submit the proposal for you. Your funds should ideally ideally "land" in a multisig where you're a part of.

The treasury should be used for development. A new CEX listing isn't a priority. What amount you think is reasonable if they were serious in listing it? 200k KLP?
It would probably not cover the costs. They can maybe temporarily raise an interest from buyers/ traders, but we need to attract developers.
