One of the things we're planning on doing soon-ish for PlasmaPy is implementing a dispersion relation solver. That would depend on distribution function data structures.
Yay maybe my dispersion solver API can be revived!

Including Fortran makes packaging more difficult and reduces maintainability, so we would not be including those directly. Tulasi has been the person planning on doing this, and he's in more contact with them than I have been.21:17:39
