"org.scala-js" %%% "scalajs-dom" % library.version.scalaJsDom
could be expressed via something like ("org.scala-js" %% "scalajs-dom" % Versions.akka).cross(ScalaJSCrossVersion.binary)
The aim is to better structure the sbt file (which is huge), by separating the dependencies in a separate file.

val dom = Def.setting("org.scala-js" %%% "scalajs-dom" % library.version.scalaJsDom)
and then in your libraryDependencies += dom.value (value is important)
