Doesnt this makes him a reliable witness of the correctness of the procedure that is followed by a local encointer community? So the testimony of such traveling persons could be used in order to create a web of trust among the encointer communities. If you are reputable on three Encointer communities, you are inspector level2. And so on. The inspectors could be used as consultants on the relevant communities, in order for the community reputables to vote and define a web of trust among communities. Furthermore this web of trust could be used in order to define an exchange rate among the relevant local Encointer coins.
