The movement action is on a per creature basis, right? So only one creature may be moved in/out of a city per turn and not a group of creatures, even if they have the same "way".

So can it be declared as a blocker, even though its not your creature? Is it affected by "residents of this city" effects? Also can it be mark for devotion, even though its an enemy creature?17:22:35
