this is why Pinecone (and Matrix P2P thereon) is built from the ground up to be able to function without IP and the internet, iirc n3il mentioned this goal explicitly, yes

I like using it places where there's no connectivity to the greater internet (like planes, boats, etc) and you can run your own localized mesh in a way then for local-first comms. I end up a surprising amount of places where there's no connection to the outside world. Also good for having chats for events and things like that. 15:20:19

its a little more involved, normal matrix clients very much expect a normal client-server relation, but here the lines start to blur a little

there's no spec for P2P matrix yet, this is the room that discusses the current experiments that surround P2P matrix, with pinecone being the current focus

😆try my tiny p2p homeserver https://github.com/gdlol/MessageHub, it is compatible to the client-server spec. Well not tested with non-element clients though.

There probably isn't even a way to say, "everything is hopeless, it's best to just give up and enjoy whatever freedom we have left while it lasts," that would be considered "constructive." This reality will sting terribly no matter how it is expressed.
