That's a template for a conanfile.py, which I don't write. I'm consuming conan packages not creating one and use conan-cmake to generate whatever conanfile.* stuff it feels like doing - I only encounter the generator as an argument to that. I just write CMake stuff.
I can take a look, though. I can't imagine why I'd want to involve CMakeToolchain stuff, though. I have reason to believe this project will never be cross-compiled or anything like that (the release build is actually elsewhere, long story).
