I think what he's saying is that the content served out of /.well-known/ should be in PDU format and the URL should be /.well-known/matrix/{type}/{state_key}/.

It's as if he wants to make a !.well-known:domain.tld and serve data directly out of it. That way he can give his server operators the ability to change the data by sending messages to that room, and he can choose which server operators can send messages by giving them power in the room, and he can use the room database to persist that data rather than flat files. Then I think he wants to scale and backup that data between multiple local servers through a room in a cluster. I also think he wants the ability to publish changes to subscribers, other servers, indexing servers, even clients who can take action when something like m.homeserver information changes by reconnecting on the fly ala transparent hot failover, etc.
