We are constantly running into problems atm because we need to use workarounds in publishing and accessing stuff that should be restricted to user group and audiences. I think it's a general consideration: if peertube wants to be usable in the use case of hybrid internal / external video presentation platform (which is what most ngo's / universities etc need) it needs better access controls. If it mainly aims to be a public facing alternative to hosting platforms, the existing system probably is sufficient for most.
